Thousand Islands Bassmasters Tournament Rules
1. Participants and Eligibility: All club members in good standing (dues must be paid up to date) and guests over eight years of age accompanied with their inviting member shall be eligible to participate in tournaments.
2. Pre-Tournament Practice: Any restrictions will be announced on the schedules each year.
3. Safety: Safe boat conduct must be observed at all times by tournament competitors. Each competitor is required to wear a Coast Guard approved chest-type life preserver. This preserver must be snapped, strapped or zipped securely and maintained in that condition until the competitor reaches his fishing location and the combustion engine is shut off. The boat driver must have combustion engine operation kill switch attached to him/her while the engine is running . All boats entered must adhere to local , state/provisional and federal regulations Violation of this rule shall be reason for disqualification.
4. Sportsmanship: Competitors in tournaments are expected to follow high standards of sportsmanship, courtesy, safety and conservation. Any infraction of these fundamental sporting principles may be deemed cause for disqualification. Drunkenness by any competitor during the tournament will not be tolerated and shall be cause for automatic disqualification for this and all future tournaments. Maximum courtesy must be practiced at all times especially with regard to boating and angling in the vicinity of non-competitors who may be on tournament waters. Any act of a competitor which reflects unfavorably upon the club’s effort to promote fisheries conservation, clean waters, and courtesy shall be reason for disqualification. No alcoholic beverages or other stimulants or depressants shall be allowed in the boats or in the weigh-in area.
5. Tackle and Equipment: Only artificial lures may be used. No “live bait” or “prepared bait” will be permitted, with the exception of pork strips, rinds, etc. Only ONE casting, spincasting or spinning rod (8 ft maximum length from butt of handle to rod tip) and reel may be used at any one time. All other types are prohibited. Other rigs as specified above may be in the boat ready for use; however, only ONE is permitted in use at any given time. All fish must be caught live and in a conventional sporting manner. No snagging or snatching hook.
6. Horsepower Regulations: Maximum horsepower for all outboard motorboats, used in tournament competition, will not exceed the horsepower limitations set by the U.S. Coast Guard in their ruling of November 1, 1972. Each boat MUST have a U.S. Coast Guard horsepower rating plate attached to the boat by the manufacturer. The horsepower of the outboard engine must NOT exceed the rating specified on this rating plate. Any boat manufactured prior to November 1, 1972, must adhere to the ratings set by the U.S. Coast Guard for similar boats. Normal maintenance to increase the performance of your engine is allowed. Changing or altering standard factory parts of your motor to increase the horsepower over factory horsepower rating is forbidden, and will result in disqualification.
7. Boat and Motor: Fishing boats may be used that are 14 feet or more in length. A small motor, gas or electric, may be used for slow maneuvering. Trolling as a method of fishing is prohibited . If there are not enough non-boaters to fill all the boats , boaters may fish alone , only after live well inspection by the tournament director. If there are not enough boats for the non-boaters , anglers will draw for their boater with all available boats being put back into the draw. Fishing no more than (3) anglers in a boat , only if the boat(s) have legal capacity to carry the anglers. Tournament officials shall make the final determination for safety. No angler with his boat will be left on shore .If you bring your boat you can use your boat.
8. Basic Boat Equipment: Every boat must have all required New York State and Coast Guard safety equipment. In addition, it must have a functional motor kill switch, bilge pump and LIVE-WELL SPACE, PROPERLY AERATED, TO ADEQUATELY MAINTAIN ALIVE A LIMIT CATCH OF BASS BY BOTH FISHERMEN USING THE BOAT. Tournament officials shall have the sole responsibility for determining whether aeration and capacity is “proper and adequate”.
9. Boat Operation and Expense: A full discussion MUST be held between the two partners prior to morning departure as to the schedule of boat operations. This schedule must permit each partner equal time to fish from the front of the boat and to operate the trolling motor, so as to afford each partner the opportunity to fish his selected waters an equal number of hours. Distance traveled to fishing locations must be considered in order not to deprive either partner fishing time while traveling to and from fishing waters. If a contestant waives the above rights, he shall retain the right to select the fishing waters for one-half the tournament day. Any contestant who, in the judgement of the officials, operated the boat in such a manner as to unfairly handicap his partner shall be disqualified. It is suggested that each non-boater pay no less than $25.00 to boat owners for expenses and have full discussion and agreement on expenses before beginning the tournament if a long distance is to be covered.
10. Permitted Fishing Locations: Tournament waters shall be established for each tournament. Anchoring is permitted but doesn’t give angler(s) exclusive rights to the area. All angling must be done from the boat. Competitors wishing to change fish habitat by placing any object in the tournament waters may do so if such action does not violate state or federal regulations. Contestants must not depart the boat to land fish. The boat must remain in the tournament waters during the tournament day. Contestants must leave and return to the official checkpoint by boat. Both competitors must remain in the boat at all times except in case of a dire emergency. In such emergency, competitors may be removed from their boat to: A boat operated by other competitors, or a rescue boat so designated by tournament officials. Partners must remain together at all times, in sight of each other, under the conditions cited above, in order for their catch of that day to be scored in the tournament. If a competitor must violate any of the above conditions, due to an emergency, or for any reason, his catch of the day shall not be counted in the tournament. Trailering of boats during the tournament is prohibited, except by tournament officials.
11. Scoring Bass: Tournament standings, money awards, and final winners shall be determined by the pound and ounce/decimal weight of each competitor’s catch. Only Largemouth and Smallmouth bass will be weighed. The limit shall be five of the above species and varieties per day, unless a special limit is established for a particular tournament by the tournament officials, in which case the state limit, or special limit, shall be the tournament limit. All competitors are bound by the prevailing statues and regulations of the various states or countries within which they fish. At no time shall a competitor have reduced to possession more than the limits described above. Tournament officials will conduct checks for violation of this provision, and in the event a competitor has reduced more than the above-described limits to possession, shall cull the largest bass first down to the limit described. The official length for bass shall be twelve inches, unless the state limit is over twelve inches, or a special size is established for a particular tournament by the tournament officials, in which case the state limit or special size will prevail. Only bass as described above which measure twelve inches or more in length on the longest straight line, with mouth closed, shall be weighed-in. Bass presented for weigh-in which fail to measure twelve inches shall accrue penalties at the rate of one pound for each such bass. This penalty shall be deducted from the total score of the competitor. Any bass in contention, as to length, shall be measured on the Thousands Islands Bassmasters Golden Rule, which shall be the ONE AND ONLY OFFICIALLY ACCURATE MEASURING DEVICE. Any bass that appears to have been mangled, mashed, mauled or otherwise altered will be weighed and credited only at the discretion of tournament officials. Bass must not be stringered at any time during the tournament. It has been determined that stringering decreases the chances of bass survival and bass thus handled with stringers will be disqualified. Specially designed bags increase the survival rate and will be furnished by the club and must be used for weigh in. Only (2) culling fish markers may be brought to the scales. all other smust be removed prior to placing fish into club weigh in bag and presenting them to the weighmaster. If more than (2) fish still have markers , (1) pound will be deducted from the anglers daily catch. Anyone guilty of snatching or snagging visible fish will have their catch disqualified.
12. Points: Points at each tournament are earned as follows: 100 points for first place, 99 points for second place, 98 points for third place, etc., until those who caught fish all receive a score of one point less than the last person to catch fish. Should a guest or non-member catch fish, their scores shall be eliminated before points are calculated. Should a club member with tournament points leave the club for any reason, he shall retain his points and no scores shall be re-adjusted.
13. Alternate site/severe weather : Severe weather conditions that will not permit anglers to be safe on the regularly scheduled tournament waters , (Example – Lake Ontario) will cause the tournament to be moved to 1 . Buttterfield lake or 2. The nearest safe body of water. The tournament hours may be adjusted due to travel time. If weather conditions are severe enough the tournament may be postponed or canceled.
14. Dead fish Penalty : For each legal dead bass presented to weigh-in officials, the competitor shall be penalized four ounces/.25 pounds of weight, to be deducted from his daily score as well as the lunker(s). The Tournament Director and his designated appointees shall have sole authority for accessing penalty points.
15. Late Penalty: At the beginning of each tournament the contestants shall coordinate their watches with the Tournament Director and shall note deadline time. The Tournament Director’s watch shall then be the official time. Competitors who are not in the official check point area (within easy talking distance of the weigh-in site) at the appointed time shall be penalized at the rate of one pound per minute, to be deducted from the total weight of his catch, including any weight to be counted toward a lunker award. Any competitor who is more than fifteen minutes late shall be disqualified. There shall be no excuses for tardiness, and in no case shall a competitor be allowed to make up lost time. After proper recognition at the check point all fishing must cease. Exact starting time of each tournament shall be noted on the tournament schedule. In the event that any change is made from the norm; i.e. weigh-in location, weigh-in time, etc. every boat must be notified individually by a tournament official.
16. Ties: Ties shall be resolved by means selected by the tournament officials.
17. Pairing Of Contestants: Two contestants will be assigned to each boat by assigning the boaters numbers and having the non-boaters draw a number to match the boaters. It is suggested that the same two men not be paired more than twice during any year if possible by drawing numbers one at a time and by returning numbers and redrawing until different partners are drawn. When two contestants check out at the beginning of each day, they must stay together and within sight of each other and each other’s catch throughout the day until the weigh-in is completed. A contestant must not allow any fish caught by him to be counted on the score of another contestant. In such a case, both contestants shall be disqualified from this tournament and from all future tournaments.
18. Schedule And New Rules: Each year, at the April meeting or before, all club members shall be issued a tournament schedule for the year with any new rules or rule changes and important tournament information, Once the schedule is set, a change may be made only by those affected, all agreeing with the changes.
19. Voluntary Total Weight Pool: Each person at a tournament shall decide whether to deposit $10.00 cash in a pool to be divided by the participants in the pool, per the following example: Ten men enter pool, total $100.00. First receives $50.00, second receives $25.00, and third receives $12.50, etc., until all money is dispersed. Minimum payback shall not be less than the $10.00 entry fee.
20. Voluntary Lunker Pool: Each person at a tournament shall decide whether to deposit $10.00 cash in a pool to be divided between the two contestants with the largest fish by weight. One man cannot receive total pool unless there are no more than four participants in the pool; then total pool will go to the man with the largest fish.
21. Weigh-Ins: In order to better promote conservation of the Black Bass, only (5) competitors will be allowed in the weigh-in line at any one time. Furthermore, these (5) competitors must have their catch in Official 1000 Islands Bassmasters Weigh-In Bags. Bringing your catch to the weigh-in stand by any other means will not be allowed.

22. CATCH & RELEASE TOURNAMENTS: Each boat must have and use the clubs official measuring board supplied by the club. The official measuring board must be returned to the tournaments official(s) for their days catch to be counted. Anglers may fish alone as in regular season tournaments. The limit shall be 5 fish 12” long minimum counting the 5 or less longest fish caught for the tournament. Proper measuring to the ½” increments is a must examples 12 3/8” fish shall be counted as a 12” fish, 12 ¾” fish shall be counted as a 12 ½” fish and so on. The mouth of the fish must be closed and against the bumper stop of the board fanning the tail to get the measurement. Catch & Release tournaments are Non Points Tournaments. The yearly lunker of the year and the yearly 6lb. pool shall not be count during the catch & release tournaments. The yearly guest rule does not apply during the catch & release tournaments and will not be counted towards your yearly 2 guests per year.
23. Launch Site: All anglers must meet at the official launch/take off site. Starting the tournament and returning on time to the official launch/take off site , unless otherwise specified by the tournament director. ANGLERS may use a different ramp and/or come by water to the official launch/take off site 1/2 hour prior to take off and partner draw , you must notify the tournament director you will be entering the tournament. If the angler(s) don’t start from the same site (unless specified) the angler(s) shall be disqualified for that tournament absolutely no exceptions.
24. Leaving the Tournament Early: Anglers may leave the tournament early as emergencies or illnesses arise they must contact someone that is in the tournament to let the tournament director or club official know that they are safe. The angler’s non-boater may be placed into another boat along with their days catch and may continue fishing the remainder of the tournament. Common sense must used in any situation if its and emergency get help immediately. Points will be awarded as to not penalize the angler(s) for showing up for the tournament the points awarded shall be 80 points maximum or the last place points example if 25 anglers are at the tournament then the angler(s) will receive 74 points and so on.
25. Early Check-in: Angler(s) may go into the launch site early if they so chose it is best that the boat stay in the water to keep their days catch alive. No fishing will be allowed at that point of early check-in.
26. Cell Phones and Radios: Anglers may use cell phones and radios during tournaments only for the use in case of an emergency. Use of cell phones and radios to locate fish or fishing locations is strictly prohibited.
27. Scuba Diving and Underwater Cameras: Scuba diving and use of underwater cameras to locate fish or structure during the tournaments hours is strictly prohibited and angler(s) will be disqualified.
28. Multiple weigh ins: Once an angler elects to fish a 1000 islands Bassmasters tournament , that anglers catch can only be weighed and scored for that T.I. tournament. Any violation of this rule will result in disqualification for that day only.

The angler’s non-boater may be placed into another boat along with their days catch and may continue fishing the remainder of the tournament. Common sense must used in any situation if its and emergency get help immediately. Points will be awarded as to not penalize the angler(s) for showing up for the tournament the points awarded shall be 80 points maximum or the last place points example if 25 anglers are at the tournament then the angler(s) will receive 74 points and so on.
25. Early Check-in: Angler(s) may go into the launch site early if they so chose it is best that the boat stay in the water to keep their days catch alive. No fishing will be allowed at that point of early check-in.
26. Cell Phones and Radios: Anglers may use cell phones and radios during tournaments only for the use in case of an emergency. Use of cell phones and radios to locate fish or fishing locations is strictly prohibited.
27. Scuba Diving and Underwater Cameras: Scuba diving and use of underwater cameras to locate fish or structure during the tournaments hours is strictly prohibited and angler(s) will be disqualified.
28. Multiple weigh ins: Once an angler elects to fish a 1000 islands Bassmasters tournament , that anglers catch can only be weighed and scored for that T.I. tournament. Any violation of this rule will result in disqualification for that day only.
